The Saudi Regional Headquarters (RHQ) Program is a strategic initiative to encourage multinational companies to establish their regional base in the Kingdom. It offers a range of incentives for companies that comply.
Why Establish an RHQ in Riyadh?
Companies with an RHQ in Saudi Arabia get preferential access to government contracts. Starting from 2024, government agencies are limited in their ability to contract with foreign companies that do not have a regional HQ in the Kingdom.
Incentives
- 10-year exemption from Saudization requirements for RHQ employees.
- Visa limits exemption.
- Spouse and dependent work permits.
- Tax incentives (subject to specific conditions).
Requirements
To qualify, the RHQ must provide strategic direction and management functions for the MENA region and must not conduct commercial operations directly (which should be done through a separate entity).

تحصل الشركات التي لديها مقر إقليمي في المملكة العربية السعودية على وصول تفضيلي للعقود الحكومية. اعتباراً من عام 2024، الجهات الحكومية محدودة في قدرتها على التعاقد مع الشركات الأجنبية التي ليس لديها مقر إقليمي في المملكة.
الحوافز
- إعفاء لمدة 10 سنوات من متطلبات السعودة لموظفي المقر الإقليمي.
- إعفاء من حدود التأشيرات.
- تصاريح عمل للزوج والمعالين.
- حوافز ضريبية (وفقاً لشروط محددة).
المتطلبات
للتأهل، يجب على المقر الإقليمي توفير التوجيه الاستراتيجي ووظائف الإدارة لمنطقة الشرق الأوسط وشمال أفريقيا ويجب ألا يقوم بالعمليات التجارية مباشرة (والتي ينبغي أن تتم من خلال كيان منفصل).
